Creation of terrace at second floor level, formation of access door, raising of parapet, and installation of associated boundary screening to rear.
4D Planning were instructed by the client to obtain planning permission from Westminster City Council for the formation of a new access door to the flat roof and use of the roof as a terrace with railings/ boundary screening. We produced the planning statement, design and access statement and application forms. We also produced the architecture drawings to supplement the application and to meet the Westminster Council validation requirements. The application was processed by the council and made valid. The consultation period went ahead without objections and 4D Planning liaised with the case officer until the decision was made to grant planning consent.
Making use of rooftop space in central London is an increasingly attractive option for homeowners and developers, especially in dense boroughs like Westminster. However, the process of gaining planning permission for roof terraces, especially those involving alterations like access doors, parapet wall modifications and privacy screening, can be far from straightforward.
In this case, 4D Planning successfully secured approval from Westminster City Council for the creation of a private roof terrace – overcoming strict design and conservation guidelines while maintaining neighbour privacy and visual harmony with the surrounding area.
Roof terraces offer a rare opportunity to add valuable private outdoor space in densely built urban areas. In Westminster, where gardens are a luxury and interior extensions are limited by listed building constraints or conservation area status, utilising a flat roof as a terrace can significantly enhance the property's usability and value.
Whether for private relaxation, entertaining guests, or simply increasing property appeal, a well-designed roof terrace is both a lifestyle upgrade and an intelligent investment.
Westminster City Council is particularly stringent when it comes to roof developments. Many properties in the borough are located within conservation areas or are listed buildings, and any changes to the roofline or visible elevations are carefully scrutinised for:
Unlike minor internal works, the creation of a roof terrace—especially with structural elements like raised parapets, access doors or privacy screening—requires full planning permission. These elements alter the external appearance and can affect adjacent properties, making early and precise planning essential.
Our team began by assessing the visual impact and technical feasibility of converting a flat roof into a terrace. We proposed subtle yet effective measures to enhance usability while aligning with the council’s conservation objectives.
Key design elements included:
We prepared comprehensive architectural drawings, including existing and proposed elevations, roof plans, and sections. A detailed Planning Statement supported the application by addressing Westminster’s local policies, design standards, and neighbour amenity protections.
Our proposal was carefully worded to show minimal visual impact while highlighting the functional and aesthetic benefits to the property owner.
Thanks to our extensive experience working with Westminster’s planning department, we were able to anticipate likely objections and address them proactively. This included ensuring that screening materials were high-quality and in keeping with the architectural context, and that parapet adjustments were minimal yet sufficient to comply with safety standards.
After careful assessment, Westminster City Council granted full planning permission for the roof terrace, access door, parapet modification and boundary screening. The success of this application demonstrates that thoughtful design and professional planning support can overcome even the most stringent planning hurdles in central London.
This result allows the client to enhance their property significantly - adding usable outdoor space while maintaining compliance with strict local planning rules.
Securing planning permission in Westminster - one of London’s most regulated boroughs - requires in-depth understanding of conservation principles, design standards, and policy navigation. 4D Planning brings unmatched experience across central London, with a strong track record of success in roof terrace planning applications.
