4D Planning's role

4D Planning were instructed to check the feasibility of converting the former retail unit into an educational math tuition centre at this premises on the High Street. We undertook some research and established that the conversion to Use Class F1a was feasible subject to consideration of travel, transport, opening times and impact on the street scene.

We were then instructed to prepare the planning application, architectural drawings and liaise with the planners at Hammersmith and Fulham Council. With tens of other Mathnasium premises granted planning permission around London and other parts of the UK, we were well placed to assist the client and ensure the application would be approved. The application was granted planning permission and advertisement consent.

Change of Use of Ground Floor and Basement from Retail (Class E) into Educational Centre (Class F1-A) with New Signage in Hammersmith & Fulham

The successful change of use of the ground floor and basement from retail (Class E) to an educational centre (Class F1-A) in Hammersmith & Fulham highlights the growing demand for educational facilities in urban areas. This project, managed by 4D Planning, demonstrates the importance of understanding local planning policies, site constraints and the expertise required to locate a suitable premises for this client which can achieve Class F1a use. It also demonstrates the importance of knowing how to navigate the complexities of such applications. The addition of new signage which matched the franchise business signs around the UK further challenged us as the property is situated in a Conservation Area, and H&F Council are very picky when it comes to new shop signs. We ensured the signage enhanced the visibility and functionality of the educational centre, ensuring compliance with the council’s planning guidance.

Change of Use from Retail to Educational Centre in Hammersmith & Fulham

The conversion of the retail premises into an educational centre on the high street reflects a shift in community needs, with increasing demand for spaces dedicated to learning, teaching and educational development. Hammersmith & Fulham Council carefully evaluates such applications to ensure they align with local planning policies, including the impact on the local economy, vitality of the high street and local community.

In this case, the change of use was approved and granted planning permission, as it contributed positively to the area by repurposing an underutilised retail space into a facility that benefits the community. 4D Planning’s expertise was instrumental in preparing a robust application that addressed key considerations, such as the suitability of the location, accessibility, and the potential impact on neighbouring properties and the transport network.

New Signage for the Educational Centre

The installation of new signage was a critical aspect of this project, enhancing the visibility and identity of the educational centre. Hammersmith & Fulham Council has specific guidelines for signage, particularly in conservation areas or high-traffic zones, to ensure that designs are both functional and aesthetically pleasing. The signage for this project adhered to these guidelines, using materials and designs that complemented the surrounding streetscape while effectively promoting the centre and ensuring it matched with other Mathnasium franchise businesses around the UK.

4D Planning ensured that the signage application included all necessary details, such as dimensions, materials, lighting and placement, to secure approval from the council. This attention to detail not only expedited the approval process but also ensured the signage met the client’s branding and operational needs.
