UK Planning Law Reforms: What Property Owners Need to Know in May 2025

In a significant move towards sustainable living, the UK government has introduced pivotal changes to planning laws effective from May 29, 2025. These reforms aim to simplify the installation processes for eco-friendly technologies, notably air source heat pumps and electric vehicle (EV) chargers. For property owners, landlords, and developers, understanding these changes is crucial to leverage the benefits and contribute to the nation's net-zero goals.

Understanding the New Permitted Development Rights

The Town and Country Planning (General Permitted Development) (England) (Amendment) Order 2025 has brought about the following key changes:

1. Air Source Heat Pumps (ASHPs)

  • Boundary Proximity: The previous requirement mandating a minimum distance of one metre from the property boundary for ASHP installations has been removed.
  • Size Allowance: The permissible size for ASHP units under permitted development has increased from 0.6 cubic metres to 1.5 cubic metres.
  • Multiple Units: Detached houses can now install up to two ASHPs without needing planning permission, facilitating more efficient heating solutions.
  • Cooling Functionality: Air-to-air heat pumps that also provide cooling are now included under the same permitted development rights as air-to-water systems.

2. Electric Vehicle (EV) Chargers

  • Installation Simplified: Homeowners can now install EV charging points without the need for planning permission, provided they meet specific criteria regarding size and placement.
  • Commercial Properties: Businesses can also benefit from eased restrictions, allowing for the installation of EV chargers in off-street parking areas without extensive planning procedures.

Implications for Property Owners

Cost and Time Efficiency

The removal of certain planning restrictions translates to reduced costs and shorter timelines for installing ASHPs and EV chargers. Property owners no longer need to navigate complex planning applications, making the adoption of green technologies more accessible.

Environmental Impact

By facilitating the installation of ASHPs and EV chargers, these reforms support the UK's commitment to reducing carbon emissions and promoting sustainable energy solutions.

Property Value Enhancement

Properties equipped with modern, eco-friendly technologies are increasingly attractive to buyers and tenants, potentially enhancing property values and rental yields.

Steps for Property Owners

  1. Assess Eligibility: Ensure your property meets the criteria for permitted development rights concerning ASHPs and EV chargers.
  2. Consult Professionals: Engage with certified installers and energy consultants to determine the most suitable technologies for your property.
  3. Stay Informed: Keep abreast of any further changes to planning laws and sustainability incentives that may benefit your property investments.

The May 2025 planning law reforms represent a significant stride towards a greener future for the UK. By removing barriers to the installation of ASHPs and EV chargers, the government is empowering property owners to contribute to environmental sustainability while enhancing their property's value and functionality.
